This policy brief is part of Public Expenditure Analysis of Central and Local Government Expenditures study. The objective of the study was to assess the extent to which government spending mechanisms use available evidence in responding to the needs of communities. The study covered Financial Years (FYs) 2008/09-2012/13 for five (5) selected districts of Gulu, Pader, Kitgum, Kotido and Katakwi in which Development Research and Training (DRT) and Development Initiatives (DI) have since 2011 been promoting the notion of “Better Aid Delivered Through Better Information.
