The Kampala Capital City Authority (KCCA) Act 2010 established a new leadership structure in Kampala City establishing the KCCA technical wing headed by the Executive Director and the Political wing headed by the Lord Mayor.

The Executive Director and 10 other Directorates are responsible for the administration and implementation of the city strategy. Each of the directorates reports to a standing committee of the Authority. The technical wing is responsible for initiating policies/ordinances, setting service delivery standards, assist in the maintenance of law and order, mobilises taxes, register births and deaths, etc.

The Lord Mayor, with five (5) divisional Mayors who are democratically elected through universal suffrage, are supposed to oversee the operations of the Authority.
