Bridging the communication gap between Wananchi and Duty bearers: Significant Change Story.Uganda is credited for formulating good intentioned policies and programmes in the region, but they are often insufficiently executed or not implemented. Some of the major reason why policies and programmes are not implemented is insufficient citizen participation and apathy. Although since 1986 government has established structures and regulations that encourage citizens’ participation, the strategy has practically failed to work because of the increasing gap between duty bearers and populaces.
The gap is normally created by duty bearers to avoid making accountability and it has formed a passive society that cannot demand for services to improve the well being and cause development. Mwananchi Uganda programme which is being implemented by 10 partners in six district across the country, has attempted to bridge those gaps. Through models of innovative governance approaches being tested in Lira, Masindi, Luwero, Kapchorwa, Kalangala and Kibaale districts, the programme has provided space to the Wananchi to voice their priorities, needs, grievances and complaints to duty bearers.
