Uganda is one of 13 African countries which participated in a high level intergovernmental conference on Social Protection which was held in Livingstone, Zambia, during March 2006, and where commitment to Social Protection among African countries was reaffirmed1.

This conference brought together senior Government Ministers and officials from different African countries to examine ways in which lessons learned to-date in the delivery of Social Protection could be shared and given wider application2. Since this landmark conference, two years have elapsed, and it is important that we take stock and also reaffirm our commitment to the objective of addressing growing risk and vulnerability.
