Charles has over 20 years of consultancy and 15 years research experience in poverty assessment, participatory research, decentralisation, and in capacity building in Uganda, Lesotho, Rwanda, Iraq, Kenya, Somalia, South Sudan, South Africa and Tanzania. This includes 6 years of continuous support to the Uganda Government’s Participatory Poverty Assessment Process (UPPAP): designing and delivering training programmes, supervising research teams, facilitating analysis and synthesis of findings, etc. It also includes support to the Rwanda Government Participatory Poverty Process. He has spent several years in the assessment of and planning for, HIV/AIDS programmes, governance, public administration and social sector planning.
